Starting with When was the last time that... Then we add the rest changing the person if we need to do that. For example: When was the last time that you took an exam? After asking and answering you can compare your information with your classmate and decide Who was the last person to... Who was the last person to take an exam? (Pay attention to the verbs in the infinitive)

Answers: "Have to" means that something is necessary. You have to be very enthusiastic. "Can" means that you are able to do something. If you want to, you can stay later in the evenings. "Don't have to" means that something is not necessary. You don't have to have any special qualifications. "Can't" means that you are not able to do something.
